What is the best kind of filter to get for a 30-40 gallon turtle tank?

I lust after the floor type that kind of looks like a mat, but in reality don't know what to look for--any advice?? I need something he isn't going to ponder on, so could I put rocks on the top of it so he can't get to it?? Thanks

I use a Zoo-med canister sift in all of my turtle tanks. It allows greater filtration because you can use more filter media and carbon to non-radioactive the water.I also put a small submersible filter at the opposite end to keep the spa water circulating towards the larger filter.
